Perpetual outdoor barking dogs on balconies everywhere
Related to the other thread, here’s an example of the insanity everywhere in Portugal with dogs parked outside on balconies.
It’s animal abuse and on top of that abuse to the peace and quiet here.

‘It’s my property, I can do what I want’.

That is the mindset, yes !
They don’t have the notion of a common good.

Dogs without a leash, dogs barking and shitting everywhere. Portuguese dog owners don’t respect anyone.

That is not entirely true. There are people who have no idea of how to have a dog, and those are usually a problem of lack of civility to the most part. They err in other matters as well, and are a problem in society. They are not usually respectful of their surroundings or of others.
They should restrict the dog (and pet) population to those who indeed are civil (or civilized). We can’t all suffer as a society from their ill upbringing.
The law should be enforced for animal protection, and, consequently, human protection as a Portuguese society too.

You mean literally almost everyone in Portugal? Balcony dogs here are a thing wherever you go. How is this not animal abuse?

It absolutely is animal abuse ! They don’t see it that way though. I think we all know quite well that in Portugal there is a dire lack of civil awareness. A great part of the population comes from a very humble and rustic upbringing and has no common sense in what it means to respect animals, or your neighbour, unfortunately. I would say it is even a cultural issue.
It will take generations to make these people civil in many senses. Hence, the law should be enforced in a way that they are forced to assume their responsibility as dog/pet owners, they will never get there on their own. Fine them over and over again, till finally they understand.
I have called the authorities on 3 dogs in my neighbourhood all of which, thankfully (hopefully), I believe are now all living a better life. Two were finally unchained. And I live in Cascais, supposedly upper town and still you get this here.
I have seen a lady walk her dog on a leash, the dog poops, she picks the poop up with a little plastic bag (all good) and procedes to throw the plastic bag with the poop elsewhere. I mean, there are no words (!) She does this in all their walks. I believe she thinks she is keeping up her part. What can one say.
